Message
The Holy Prophet (SAW) said “Seek Knowledge from Cradle to grave”,
now a days education is not luxury but it is compulsory for living an
honourable life, and especially IT and Commerce education is the urgent
need of the time. The countries, who realized this need timely, are now
developed nations of the world. Pakistan is a developing country and its
literacy rate is at the bottom among the other nations. Lot of work is
needed for improving its literacy rate especially in the field of IT and
Commerce.
In the district Bhakkar, which is the remote and backward area of
Pakistan, Pioneer College of Commerce has the pride of fulfilling this
dire need of educating IT and Commerce.
PCC has launched technical and professional programmes in the tandem
with the present day national and international requirements and
demands. PCC has introduced DBA (Diploma in Business
Administration) the two year pass course and
D Com. (Diploma in Commerce).
By the grace of Allah, our students have shown excellent results in every
exam conducted by the concerned Authority, detailed as Third Position in
DIT, Second and Eighth Position in DBA, District Topper in B. Com. and
Region Topper in MBA.
Above all, these achievements are due to the grace of Almighty Allah and
true devotion and hard work of college staff and students who are
affiliated with the college with the core of hearts.

Practical Training:
Two months practical training with a reputed Business,
Information Technology and Commercial organization will be an integral
part of the B.Com. Programme. The students would be required to
complete this training after appearing in the B.Com Part-II Examination.

Examination Rules
Punjab Board of Technical Education Lahore arranges the examination
for DBA and DCom. The candidate must observe the following rules to
appear in the annual examination.
The candidate must have been present in classes at least 80% of the
periods held in the college.
The candidate must show satisfactory academic performance and
good behaviour in the previous internal exams to appear in the annual
examination.
The candidate must have paid all the fees, dues of the institution and
board.
The candidate should send the examination fee and submit the form
in time, after the given date a candidate can send his/her admission
after paying the Late Fee.
The Diploma is issued by the board in which all the passed subjects
are mentioned.
We Require

College Council
The college council has been set up to take care of different affairs of the
college and to ensure the smooth governance of the college affairs. The
college council is also authorized to look after, that the charter of the
College is being acted upon in true way.
If a student of the college is found involved in some irresponsible
behaviour, or disobeys some college rules or in any other way creates
problems for the other students of the college then the College Council is
authorized to look into the whole matter and to decide accordingly.
The College Council comprises of three staff members equipped with
experience and providence to assess the demands of time.

Library:
Library is an integral part of a good educational institution. As the
renowned essayist Bacon says, “Studies pass into character” PCC library
consists of a very large number of books covering every subject
concerning to studies like, Reference Books, Computer, Accounting,
Statistics, Mathematics, Economics, History, Literature, Monthly
Journals like Oracle, Spider Magazine, Economic Survey of Pakistan,
daily newspapers.
Rules for Library
A distinction for Pioneer College of Commerce is its well-stocked library.
Our library has thousands of books on all the subjects including those
being taught at PCC.
Pioneers are issued course books from library after depositing reasonable
security.
The library has two sections. One section consists of the textbooks, which
are issued to those students, who do not have the means to purchase them
from the market. The other section consists of the books for the additional
supplementary knowledge and books about general knowledge and
interests of the students, reference books, encyclopedia, monthly
journals, Urdu and English magazines, and books on the literature. This
section has a large number of books on almost every subject, which is of
great interest for the students and many other information books. The
main purpose of this comprehensive library, which has surely the largest
collection of costly and qualitative books, in the Private Sector
Educational Institution, is to supplement and enhance the knowledge of
students, to brighten and enlighten them and to create more zest for
reading in them.
All the students of PCC are entitled to have books from the library. The
needy students are also issued textbooks for the whole educational term.
The students have to deposit Rs. 500/- (Refundable) as Library Security.
The students can claim the security fee when they leave the college,
within 60 days. College may charge 20% as depreciation of books.
The rules and regulations are as follows:
1. Reference Books (like encyclopedia, dictionaries) and much
costly books are not issued to any student. Interested students can
study these while sitting in the library room.

2. One student can borrow only one book at a time for duration of
one fortnight. The Librarian can extend this duration if no other
student needs this book.
3. The books are issued in the fixed days and hours only. Moreover
the books can be returned on the fixed days and hours only.
4. If a student fails to return the book on the fixed date, then he/she
will be fined Rs. 2/- per day.
5. If a student loses the book, causes the damage to it in any case,
tears its leaves or writes on its pages, he would be liable to replace
new copy of book, or to deposit the current market price of the book
in addition to the fine imposed by the Librarian.
6. In order to keep them abreast of the current knowledge, the
students are directed to spend their free time in the college library. A
student must have at least 15 books issued to him /her during one
academic term.
7. No reference book is allowed to be taken out of the Library Room.
Rules for application for leave
Any application for leave by the student can be accepted under the
following rules.
• Application for leave should be duly signed by the
father/guardian.
• Respective class incharge can accept or reject the leave
application.
• A student must submit the leave application within a day of
absence. Otherwise the application will not be entertained.
• Only the principal can approve leave application for long
durations.
• The leave application for more than six days can only be accepted
if attached with suitable related documents.
Rules to leave the institution
• In case a student wants to leave the college, then he should submit
an application to this effect to the principal. The father or the
guardian of the student should duly sign the application.
• No student can leave the college without clearing all the dues, like
fees, library books, sports, college identity card etc.

Since its establishment PCC continued to expend itself and make its
educational programmes accessible to an increasing number of students
throughout the region.
Fee Concession/Scholarships
Fee concession for truly deserving students is another hallmark and
golden tradition of Pioneer College of Commerce. Ours is not an affluent
society and our government has been giving only a paltry sum of money
to education. In order to ensure that an able and sincere student must not
remain deprived of the Quality Education only because of his inability to
have enough funds to pay for his education; PCC is facilitating those
students to its maximum extent. This is the matter of pride and honour for
the PCC that such students showed excellent results in their educational
career and are living much better life than their past.
In recent times a large number of students are getting their education
being subsidized by PCC.
Such students can enjoy such concessions who are:
• Really poor and in no way can afford the college expenses.
• Who are quite serious in pursuance of their studies and show
continuously good and satisfactory results during their stay in
PCC. If they fail, without any obvious and unavoidable cause,
the concession can be withheld.
• Who would abide by all the rules and regulations of PCC and
show good behaviour.
Student’s Cooperative Fund
College has setup a cooperative fund for the financial assistance of needy
students in shape of cash loan, to purchase helping books and other study
material. This fund is the sign of true devotion and commitment of the
pioneers to enhance the literacy level in this area.

Financial aid is provided to the deserving students in the form of:

Sports Facilities
Physical health is necessary for mental health and to keep the students fit
and healthy. PCC is promoting its sports stars in different events
conducted by TEVTA Authority as well and PCC Stars added pride to
their college by achieving distinctions in these games. In the last year
TEVTA Games PCC stars achieved First Position in Cricket, and
Athletics.
Class Tests and House Examinations
Class Tests and House Examinations are strictly and regularly held. In
this regard college holds Terms Exams through out the year to appraise
the individual performance of the students. The results of these term
exams are despatched to the parents/guardians of the students that they
can remain abreast of the performance of their children and hence take
necessary steps to improve their progress.
The college has right to refuse the submission of admission forms for the
Board/University examinations on unsatisfactory results in home
examinations.
Term awards/Encouragement
The student who shows excellent performance in the term examination is
offered a handsome cash award/gift having educative value.
College Identity Card
A beautiful college identity card is issued to every bonafide student. The
student is expected to keep the card with him while he/she is present in the
college. In case the card is lost or damaged by the student then he/she can
get it after depositing Rs. 50/-. The college will not be responsible if the
student uses this card for some immoral or illegal act.

Co-Curricular Activities
The college arranges different functions at suitable intervals, at which
distinguished guests and renowned educationists are invited. Similarly a
regular Annual Parent's Day is held, in which the parents have a chance to
express their suggestions for the improvement of the college. Qirat and
Naat Competitions, dramas and other similar competitions and functions
are regularly held to explore and awaken the talent hidden in the students.
Modern IT Lab
The college is equipped with a modern computer lab consisting of latest
versions of the computers with updated software packages to impart the
best possible knowledge to the students. Undoubtedly The IT Lab of
Pioneer College of Commerce is the most advanced lab in Bhakkar. All
the computers are connected with each other via Networking and Win-
2000 operating system, which is a distinguished feature of PCC IT Lab
only. That's why Intel Corporation USA holds its training programmes in
this lab. The students really enjoy their work in the cool and clean
atmosphere of this lab.

To maintain discipline and distinction, following college uniform is
compulsory for the students.

College Magazine
To develop the creative thinking in the students PCC is planning to
publish a magazine, which is edited by the students under the guidance of
College Magazine Committee.
Canteen
Undoubtedly good education does not mean the continuous hard work
without any period of respite or recreation. For this purpose a neat and
clean college canteen has been set up in the college premises, where the
students can unwind themselves for a while and freshen up their minds
and prepare themselves for the studies. In the canteen, all the eatable
items are prepared and produced according to the hygienic standards.
The college authorities keep a strict watch over the affairs of the canteen,
the standards of the eatables and the suitability of the prices. So that good
snacks and other entertainment items could be available to the student at
very reasonable prices.
General Rules & Regulations for the Students
The students are required to follow the following discipline and conduct
rules, violation of these rules will render them liable to disciplinary action
such as fine, striking off the college rolls or even expulsion from the
college.
• Without prior permission from the principal no student is allowed
to paste, exhibit, prepare or distribute any poster, leaflet, notice,
pamphlet or handbill in the college premises.
• Students should pay due respect to teaching staff and fellow
students.
• Students, who wish to contact the Principal, should do so
individually.
• Smoking in the college is strictly prohibited.
• Every student of the college is required to be punctual in classes.
any student remaining absent from classes or period without
proper permission will be strictly dealt with.
• The college authorities retain the right to revise the dues without
any prior notice. This revision will be applicable to all those
students enrolled at that time or in future.
• Any student misbehaving in the classroom/college should at once
be reported to the Principal by the teacher. The Principal will take
such action, as he may deem proper. The teacher can recommend
a penalty as well.

• To maintain discipline, College Council has been constituted.
The members of the council are authorized to look into the affairs
and problems of the students and take decisions under the powers
assigned to them.
• The students must posses the college identity card throughout
their stay in the college and at its functions in or outside the
college.
• The college authorities reserve the right to revise the class
schedule or to re-arrange the classes.
• Any false information in the application form may render the
student liable to dismissal from college.
• Wearing of college uniform is compulsory without any
relaxation. Student found without uniforms may be fined.
• Maintenance of the college prestige and decorum should be the
utmost duty of each student within and outside the college
premises. Conduct and behaviour contrary to the college prestige
will be considered misconduct and may be incorporated in the
progress report/character certificate of concerned student.
• The college will not be responsible for loss of any valuables/mail
sent to a student through college address.
• Private telephone calls of the students will not be entertained.
However an emergency message can be conveyed.
• No student is allowed to leave the classroom without the
permission of his/her teacher or until the class is over.
